Opinion: the interconnection queue is the real climate bottleneck

The debate about decarbonising electricity is conducted almost entirely in units of generation: gigawatts built, panels shipped, turbines commissioned. It is the wrong unit. The binding constraint in most developed grids is no longer how much clean generation can be built, but how long a finished project waits for permission to connect.

Interconnection queues in several large markets now hold more capacity than the entire installed generating fleet. Most of it will never be built. Projects sit for years while studies are run, drop out, and force the studies to be run again for everyone behind them — a queue that lengthens because of the queue.

Why the queue behaves like this

The process was designed for a world in which a handful of large thermal plants connected each decade. It studies projects one at a time, in order, and each study depends on the assumptions about every project ahead of it. When one withdraws, the assumptions change and the work is redone. Applied to thousands of small, cheap-to-propose projects, the design fails on its own terms.

The fixes are not exotic. Cluster studies that assess groups together rather than sequentially. Meaningful deposits so that speculative applications carry a cost. Firm study deadlines with consequences for missing them. Several operators have adopted versions of all three, and the early results are encouraging enough to make their absence elsewhere hard to defend.

What this means for the technology story

It is more comfortable to write about panel efficiency than about queue-reform dockets, and the incentives of the industry reinforce that. But a percentage point of module efficiency changes the levelised cost of a project at the margin. A three-year interconnection delay can change whether that project exists at all.

The same logic applies to the data-centre buildout now competing for the same interconnection capacity. Load and generation queue up in the same process. Framing that as a conflict between AI and clean energy misses the point: they are both waiting in a line whose length is a policy choice rather than a physical limit.

The unglamorous ask

  • Fund the operators and regulators doing the studies. The bottleneck is frequently staff, not method.
  • Publish queue data in a machine-readable form so that reform can be measured rather than asserted.
  • Treat transmission planning and interconnection reform as the same problem, because physically they are.

None of this makes a compelling launch event. All of it moves more clean electricity onto the grid per dollar spent than another round of generation subsidy would. If the goal is decarbonised electricity rather than announcements about it, the queue is where the next decade is won or lost.
